With any inlay project, the idea is to route or cut out an area for the inlay to be placed. First, you measure the size of the inlay, in your case, the depth, width and length of the glass. This is the size of the wood area that has to be cut out. Say for example the glass is 1 ft by 1 ft and 1/” thick. You would then cut this out from the wood, in the spot where you want to place the glass. However, add to this the fact you want to include lighting. Now you have to figure the extra depth needed to place the lighting under the glass. I have no idea how thick the tube lighting is, but you need to ensure the table is thick enough to accomodate this extra space. If so, your best bet would be to use a router, set to “plunge cut,” the same depth needed to cover both the glass and light. Also, I would subtract about 1/4″ from the length and width of the glass. This will provide a “lip” for the glass to set down into. That way you don’t have to worry about securing the glass to the table. It will remain steady due to gravity and the edge that keeps it from sliding around. The next issue is how to accomodate the power cord (assuming it’s not battery-powered lighting). You drill about a 3/8″ diameter through the underside of the table to run the power cord through for the light. I would keep the hole small and then disconnect the power cord from the light or the plug and run through the hole, then re-attach the cord to the light, or re-attach the plug. You could drill a larger hole and push the plug and cord through, but a larger hole will be more noticeable.
One final thing: If the table isn’t thick enough to cut out an area for the light and glass you can fix that also. Cut the measured out area as explained previously, and cut through the table top. Then construct a box the same width and length as the light required, and then attach the box underneath the table top, where you now have a holding area for the light. Then fit the glass as explained before, leaving a lip for the glass to set in. Drill a hole in the side or bottom of the holding box for the cord and that should complete your project. If you have any other questions, just ask.
