If it’s a new scanner, you won’t.
If it’s 1997-2000 era hardware, then you need the original cd or floppy disk it came with.
Install ubuntu linux, it’ll be fast enough on an older computer, but support all the latest hardware.

Well, since Windows 98 is really old (Microsoft stopped supporting it) and that plug and play was not really implemented, you should use the CD that came with the scanner and install the drivers. There is a possibility that if there was a CD, it won’t even work with Windows 98. Like I said, Microsoft stopped supporting it, you should upgrade to XP if you can afford it and if your computer can take it.

You would need to go to the scanner manufacturers website and hope they have a driver package for Windows 98 or even Windows ME would probably work also.
I don’t know what else to suggest accept to update your computer.

First you need a driver and set of programs for it. This will need to be 98 compatible, which nobody writes for any more as 98 is no longer supported. Second, if this is a USB connected scanner you should never connect it to the port before you run the installer. It will now be seen by the machine as existing, non-working hardware. When the installer asks for you to connect it, it may not be seen by the machine as new equipment, and may not load the driver.
